We stayed at the Hotel Osnabruck - it was nice, has a restaurant with English translation menu, most staff spoke enough English, walkable to shops, grocery store, etc. Also has a spa with cheap massage services. We stayed 3 nights and I think the rate was about $160 or so with breakfast included. We will stay there again on trip 2. Hotel had all the basics - plenty of towels, hairdryer, shampoo, soap, fridge, etc. Nothing that you need to bring. Souvenirs were much cheaper than in Moscow, the hotel staff can give you a map to get to the shops. No one outside the hotel spoke much or any English, but it didn't matter. I'm good at charades and can "mime" enough to find out prices of things and point to what I want to buy! : ) Not much else to do there, but good for walking around.
Weather was in high 60s/70s.,.. we wore pants and a light sweater, jacket in the evenings maybe. I don't know how many orphanages are in the region, but ours was about an hour away and seemed very clean and well maintained. We didn't see much of it... just the outside and then the front room and the rooms where we visited with our son. We drove there from Moscow and the orphanage was about 2.5 hours away and then the actual town of Tver was another hour from there. We were with a couple who were adopting from there for a second time and their impression was that the kids were well taken care of, were up to date with vaccinations, etc. They had their child tested when they got home because they didn't want to repeat vaccinations if they didn't have to.
